The laws are the same for all counties in Pennsylvania, but each county has different polices that they abide by with respect to the criminal law practice. For example, Northampton has as 2nd Offense ARD (Accelerated Rehabilitative Disposition Program) that acts as an alternative sentence. Other counties only allow ARD for a first offense with no prior record; and similar programs have not yet been created.
